An important climate changes project was successfully carried out with the BCI examination



During October 2015 – March 2016 term, Business Consulting Institute has provided consulting services within ADC/UNDP “Climate Change Adaptation Planning Process in Moldova”.  The project’s main objective was to incorporate climate change adaptation measures for the district development and performance-based budget implementation in strategic documents.  

 

There were elected six pilot districts (two of every development region), as it follows: Falesti, Sangerei, Calarasi, Nisporeni, Leova and Basarabeasca.  

 

In the first phase, BCI experts have made a development strategy evaluation to the targeted districts in order to determine if the objectives and action plans are in character with the impact of climate change.

 

As a reference stood the “Moldova’s adaptation strategy to climate change by 2020” document, which describes the impact of climate change in the vital sectors of Moldova’s development, such as: agriculture, health, forestry, energy, transport and roads infrastructure, water resources. The document also includes an analysis of adaptation risks and opportunities for all the districts.

 

Due to this evaluation, there were found that the risks related to climate change and the adaptation measures are superficially discussed in the evaluated documents. This can be easily explained. By the time they have adopted the district strategies there wasn’t drafted an Adaptation strategy for the climate change in Republic of Moldova yet. It was adopted later, on December 10 2014 by GD No. 1009.

 

 In the next phase, BCI experts established partnerships with local public authorities from each targeted district and have created a local framework for participation, implying the experts in the field and assisting the representatives of district councils in the identification, statement and incorporation of some adaptation measures for the climate change strategy in district’s development.

 

The proposals for completing the district strategies included the weather patterns of those districts, the description of climate changing impact, also a set of adaptation measures along with related activities based on budgeted performance.

 

The Basarabeasca District Council has already approved the strategy development for the climate change adaptation measures for their district, and the other five districts are going to do the same till the end of this month.

 

The “Climate Change Adaptation Planning Process in Moldova” project is supported by the Austrian Development Cooperation (ADC), with The Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management funding, and implemented by UNDP Moldova in partnership with Climate Change Office, Ministry of Environment and Business Consulting Institute.
